A feasibility study by Victus Advisors has identified a tournament-caliber ice rink complex as the top opportunity for redeveloping Norfolk’s Military Circle site. Presented to the city council by economic development director Sean Washington, the study highlights the potential for ice sports, including hockey and figure skating, to attract regional visitors and differentiate Norfolk from competing facilities in Virginia Beach and Williamsburg. Victus’ recommendations are part of a broader master plan that includes residential, retail, and green spaces, with the final study and funding options expected by December.
